Can I make my MacBook remain sleeping when normal wake events happen for as long as the lid is closed?

I recently got a dock / hub for my MacBook. A single USB-C connection provides power and connects it to my external monitor, keyboard, and mouse.
When I'm actually using the computer, I always have the lid open. Whenever the lid is closed, I want it to sleep. But it doesn't. Even if I explicitly click
Apple -> Sleep
, it will wake if the mouse is jiggled slightly, so I find the monitors turning on when I'm not using the computer.
Is there a setting for "remain asleep until the lid is opened"?
