How can I convert a Unicode to a utf-16/8?

                          I do not think macOS supports 5 character unicodes, so I have to convert it first, but I don't know how to. 

😃 should map to hexadecimal 1F603 for example 

 Can anyone help me type 5 letter unicodes (also known as surrogate pairs) ?
