Access SQL Server Configuration Manager on a remote server

I am trying to add a traceflag as a startup parameter to a distant SQL Server 2016, installed on a Windows 2016 core server and I am following these instructions
At this point in the document:
> In the console tree, expand Services and Applications, and then expand
> SQL Server Configuration Manager to manage the remote computer's
> services.
There is no SQL Server Configuration Manager here.
- Is this a permissions issue?
- Does anyone know what permission needs to be added and where so I can see SQL
Server Configuration manager under Services and Applications?
- Does core have anything to do with this?
