Why am I not able to add a user?

I'm running command grant all privileges on *.* to 'username'@localhost identified by 'strong password';, but I get the error: >ERROR 1064 (42000): You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near 'identified by 'strong password'' at line 1. I can add a user separately and then assign it the privileges on the database, but I'd like to add the user and assign privileges in a single command.
