SQL agent difference between Stopped and Disabled

I want to be able to have a stopped SQL agent, but be able to browse the jobs under in. These are Async DR nodes, which i why I want the agent stopped I've achieved this on some nodes. but on others the agent is Disabled and I can't see the jobs Both instances have the SQL agent set to stopped and manual in configuration manager. Why is one disabled and the other stopped? Cheers Alex
