What is the difference between java-openjdk and java-latest-openjdk?

I was looking at the packages available for Java on Fedora and saw this: java-openjdk is version 12.0.0.33-4 java-latest-openjdk is version 12.0.2.9-1 It's obvious that "latest" is the most recent version. But what is the difference otherwise? Both are on a rolling release. Is the latest package just bleeding-edge with more potential bugs?
