Is a filesystem without hard links practical as /home on Linux?

I have a novel filesystem in mind, but the structure makes it impossible to implement more than one hard link to each inode. ("." and ".." are handled differently.)
It is not intended to be a root filesystem, but it could be used as a general purpose filesystem on /home, etc.
- Are hard links commonly used outside of (Linux) system directories?
- What problems will not supporting hard links cause users to suffer?
