iPhone is set up with one Apple ID, but my Apple Card is under a different Apple ID. How to consolidate them?

OK, here's my dilemma. I've been using one apple ID for over 10 years. It has my contacts, notes, passwords (in Keychain), etc. Then about 2 years ago, when I was buying a new macBook, I signed up for an Apple Card. Unfortunately I gave them a different email. So as the result, my Apple Card is under a different Apple ID now, and I can't use it on my iPhone without losing my Keychain, contacts, notes, etc. (Moreover, the way that Apple Card is set up, I can't use it at all without an Apple device.)
I was thinking that it's easy to consolidate two accounts into one, but it seems like it is not. (At least with Apple.)
So thus my question, what is the easiest way for me to use my Apple Card on my iPhone?

Apple Pay card "Not available for Web Payments" and "Not enabled for payments on the web"
I'm trying to check out from the [Apple Store](https://www.apple.com/store) on Safari for macOS using Apple Pay. In the Apple Pay credit card selector, the card I want to use cannot be selected. It's noted as: > Not available for Web Payments: > > (Not enabled for payments on the web) [ on Safari for macOS using Apple Pay.
In the Apple Pay credit card selector, the card I want to use cannot be selected. It's noted as:
> Not available for Web Payments:
>
> (Not enabled for payments on the web)
The card I want to use but is "not available" is an American Express. The cards that are available are both VISA, one debit card and one credit card.
Why can I cannot select the AMEX? How can I enable it for payments on the web?

Is it possible to set up an Apple Savings account without upgrading my iPhone to iOS 16?
The situation: I've got an Apple Card set up, and I'd like to also open an Apple Savings account (to get 4.15% interest on my spare cash), but the button to do that doesn't appear unless you've updated your phone to iOS 16, which is a problem because apparently Apple doesn't support iOS 16 on my iPh...

My question is: is there any way for me to set up an Apple Savings account without having to buy a new iPhone? Perhaps there is a web-based method available somewhere?

*Update: iOS now supports QFX export for Apple Card statements, replacing QIF export:*

The Apple Card—Apple’s Apple-Pay-linked “titanium” credit card—doesn’t support Quicken on Mac. How can I import Apple Card statements into Quicken?
More detail: The card account doesn't support direct bank connection Quicken. Apple Card statements come as PDF files, and you can export several additional formats, including OFX, QIF, and CSV.
While QIF is an older Quicken format, it's not supported in Quicken Mac.
Although OFX and CSV are listed, they fail to import the Apple Card OFX and CSV files.

Currently I have iTunes and App Store payments on my account set up to use a credit card. I would like in future to use my App Card to do this, but when I enter the Apple Card number and information provided (on iOS in Wallet), the card is rejected. I've had no trouble using the same information to make purchases elsewhere, and the description associated with the information suggests that this ought to work:
There is no option in Wallet to achieve this either.
