Does Google use Android mobile numbers for ad-tracking purposes? When does it ask for consent?

It must get turned on some other way, that doesn't involve you digging into Google settings. I want to find how this happens. When I use a computer to add a phone number to Gmail / Google account, it leaves this ad-tracking turned off. Do Android phones ask you to turn on this "Better ads" setting?
