Why Are com.apple.news and com.oracle.java Always Running According To My Screen Time?

I haven’t noticed any unusual battery drain, but this behavior makes me wonder if Screen Time is bugged, or if these apps are indeed active in the background for some reason.
Does anyone know how I can investigate this further — or stop these two services from running all the time?
.apple.news
and .oracle.java
show nearly continuous usage — basically 24/7 — not just this week but in previous weeks too. I don’t fully shut down my Mac and usually leave it in sleep mode, but still, it’s strange that these two processes appear to run nonstop.
