Remote Apple Watch Setup?

My octagerian relative has an iPhone 11. I would like him to have an Apple Watch for fall detection and to automatically notify relatives / 911. He is high fall risk and leaves the house only for medical Assume he can not set it up as described above. I live 6+ hours away and unable to do the drive. Is there a way to remotely configure the Apple Watch? The alternative is to ship his phone to me and I configure it at my home. ANY lessons learned to advance the mission is appreciated.
