Emacs won't open file in Bazaar repository

I have a Bugzilla installation, and am trying to open /Bugzilla/Install/CPAN.pm using emacs . However, I get this error when attempting to do so: Searching for program: no such file or directory, bzr Why do I get that message? Why won't emacs load the file? How do I fix this problem? EDITS: I am trying to open it with the command emacs Bugzilla/Install/CPAN.pm while in the bugzilla directory.
