Installing apt-get on redhat

Is it possible to install apt-get on redhat? I'm under the impression that you can't, but I just wanted to be sure. If it is possible, life would be MUCH easier when installing various programs, especially because yum really doesn't have as many programs available it seems. Here's what I've tried (just for the record): I've been trying to install apt-get following these instructions, but redhat doesn't have dpkg, so I'm back to square 1. I am asking this question because I'm having some difficulty installing a plugin for pidgin (pidgin-sipe) because yum install libglib2.0-dev is failing, which is evidence to me that having apt-get might be a worthwhile investment. Any suggestions?
