Problem with device, can ping, but not tftp to get from server

On a Ubuntu GNS3 VM, I am trying to setup an active online-device. And also on this VM, I have a tftp service started, that will provides the device license files for the incoming requests. I have double-checked and this tftp service is up and working OK. And here is the diagram of my GNS3 Project that has been setup on this GNS3 VM. enter image description here As you may find out, there is connection sequence as: **cloud Cisco Router Switch -> X-1, which is my device at the end**. Any idea what could be wrong ? This is the first time I am trying to setup the devices in such environment. Thanks for the help.
