AppArmor Error preventing removing AA, Repairing AA or install new apps with Apt

Reloading AppArmor profiles

It just sits there, and until I reboot. When I try to remove AppArmor I get similar message. This is preventing me from adding new apps and from upgrading existing app. From LSB-RELEASE:
