How can I permanently change my hotspot tethering IP address?

5.1-lollipop wifi-hotspot wifi-tethering ip-address gateway

                          IP address is 192.168.43.1 by default and there is no option to change it permanently. Is it possible to change it without root access?

My phone is Huawei Android 5.1.
