How to make bootable Windows USB from an Android SD card?

My Windows 10 crashed I do not have an extra PC to connect to or this would be simple. I do however have a cell phone with a 32 GB SD card. The core problem of why I cannot just extract the Windows media to my SD card is something I cannot understand. WinRAR will not extract the INF file to the root directory of my SD card. It's not WinRar's fault, it's Android who won't allow it. > Cannot create /storage/C560-1917/autorun.inf > • Permission denied I even wrote my own auto run in a notepad text file and tried to rename it to .INF but Android doesn't like that either. Anyone have any ideas or other methods to jump start my PC from crappy Android phone? Or any other slick methods? I even went down to Windows 98 thinking that it was an .INI file back in the old days but nope it's an .INF file also.
