Why don’t links open in external Chrome browser with Telegram Android?

                          I have "In-App Browser" setting turned off, since I want all links to open in external Chrome browser.

However, the links still open in In-App Browser instead of Chrome.

Chrome is default and the only browser on my tablet.

Why is that? Can this be fixed?
