Downloaded Spotify music keeps moving to internal storage every time I restart my phone

I have a bunch of Spotify music downloaded on my device, which has an SD card inserted, and I've configured the app to store my downloaded music on the SD card.
I've noticed that every time I restart my device, it results in the app somehow losing the downloads on the SD card and re-downloading them to my internal storage instead. Then, I have to repeatedly move them back to the SD card every single time. This is really annoying as I lose access to my downloads if I need to restart my phone while on the go and not connected to a Wi-Fi network.
From what I've read, this is because the Spotify app launches in the background before the SD card is fully mounted and apps have access to it, and seeing as the SD card isn't able to be accessed in the moment, it proceeds to invalidate the previously-downloaded music and re-download everything to the internal storage. This has been reported multiple times to Spotify's developers, but they have so far refused to fix the issue.
How can I make the Spotify app not launch in the background before the SD card is fully accessible? Is there any other way to prevent the problem from happening every time I restart my phone?
