Lost iPad - Tracking (no cellular plan)

I got my iPad stolen out of my car after a break-in last week. I do have Find My on there, but I only use WiFi and haven’t had cellular data on there. Is it possible to add cellular data without the iPad, so I can track it? If not, does anyone have any advice on how I might be able to track it? I’ve already reported it stolen in my city.
