macOS Mail sometimes prints the header as the first page

I'll attempt to print a one-page email using the File -> Print dialog in Mail and sometimes, I would say randomly, the header will print all by itself as the first page. Then, the body of the email prints as the second page. There doesn't seem to be a way to distinguish which emails will trigger this phenomenon. This can happen on pure text emails, no HTML or images required. I'm talking about the standard short header of From:, To: and Subject:
This occurs on Sequoia 15.4.1 and an HP 8020 series printer. Restarting Mail or even rebooting doesn't help. Another odd thing about it is that the Print Preview shows the header by itself as the first page, so the preview and the actual printed result are in sync.
