Why is system services taking so much data?

                          For some reason, I am using a lot of data and the second biggest issue is system services, particularly the general category.

Why is this?

I have it set to low data mode, Wi-Fi assist is disabled, and I have no timing data used. What is the 1.7 gigs from?
