How to re-activate android device (with another email address)

I have an android device (registered to my gmail account), which I want to give to someone else. What steps do I have to take, so that the device is no longer activated/registered/linked with my email address, and can be re-activated with the other person's gmail account? What happens with any apps installed on that device (bought using my account)? Should I remove them manually?
