Is there a way to warn or stop mobile data use when my home wifi is off?

Sometimes I'm at home but my wifi is off. Maybe I turned off the wifi on my phone and forgot to turn it back on, or maybe my home wifi really is down and I have to reset my router. Either way, my phone chugs along on mobile data and I only find out after I finish watching a video and realize that I wasted a good chunk of my mobile data cap.
Is there a way I could add some guardrails here? I was hoping that there would be some way my phone could recognize that I'm at home (via GPS or by recognizing my SSID) and then be more judicious about using mobile data (maybe ask me if I really want to use mobile data at home, or show a warning...)
If it matters, my phone uses Android 14.
My internet searches didn't bring anything up. Most of the answers I could find were about preferring wifi over mobile data when both are available. But in my case the problem is that there are times when only mobile data is available but I'd prefer if the phone would ask me to turn on the wifi instead of silently using mobile data.
