English (US) Voice pack is taking forever to download update

I want to use voice access and it's telling me to download a English US Voice pack to be able to use it. I have an Android phone with Android 11. I saw a similar question here, where people are advised to download live transcribe app as an alternative to download the voice pack but in there the English US is just downloading as well and I downloaded another English UK and I was able to download it successfully.
