2010 27" Intel-based Mac not showing boot menu with Alt/Option on boot

Some background: I have a 2010 27" Intel-based Mac that I managed to brick by trying to reinstall the OS and wipe the main disk.
Now due to the changes from what I can gather by the address Mac uses I was unable to contact the server hosting the image.
After restarting, thinking I would be able to get back into the recovery menu, I am now presented with the grey folder icon with a question mark upon it.
I have a USB Drive with Sierra on it to reinstall, however I am unable to actually open the boot menu to select the drive. Holding Alt/Option doesn't seem to work, even after clearing the NVRAM with Option+Command+R+P.
Currently when I do boot with Command+Option+R or Command+R, it launches internet recovery. Here it is stuck at:
Internet Recovery. This may take a while.
Otherwise I can also get it to launch the "newer" internet recovery where it has a grey globe where is eventually gets to display :00
that never starts counting down.
Am I doing something wrong? Is there something else I can try?
