How to turn off system-level push notification from phone vendor's message Flyme?

But 100% of the content of that push feature is useless advertisements.
How can I turn it off?

I got an old and bricked Meizu M3 Note to fix it. The device isn't mine so I don't know what caused the brick. The device doesn't respond to anything - when clicking the power button or trying to boot into recovery nothing happens, just a black screen.
I tried following many tutorials on XDA and other sites, using SP Flash Tool, but nothing worked:
* [XDA - Meizu m3 NOTE L681H BRICKED!!! please help])https://forum.xda-developers.com/android/help/meizu-m3-note-l681h-bricked-please-help-t3700024)
* [Flyme Forum - Meizu m3 note Hard Brick Fix Tutorial](http://forum.flymeos.com/thread-36503-1-1.html)
* [XDA - [Developer Verified] [Tested] [Working] Meizu m3 note Hard Brick Fix Tutorial](https://forum.xda-developers.com/android/development/developer-verified-meizu-m3-note-hard-t3682743)
* [XDA - [Guide] Meizu M3 & M3s Unbrick](https://forum.xda-developers.com/android/development/guide-meizu-m3-m3s-unbrick-t3515231)
I tried flashing the stock ROM but still nothing. The device keeps connecting and disconnecting every 3 seconds when connecting to a PC using a USB cable.
After clicking the Download button in SP Flash Tool and connecting the device, an error message appears:
STATUS_BROM_CMD_STARTCMD_FAIL (2005)
I'm pretty sure that the MTK drivers are OK because I used them to unlock the bootloader & flash TWRP on two other Meizu M2 Note devices and everything worked fine.
* Windows 7
* SP Flash Tool v5.1842

Modify the Chinese date localization in the quick settings of Flyme 8.0.0.0A Stable (SystemUI.apk modification)

Who can help remove this problem from the quick settings? Or at least tell me where to look in SystemUI.apk , I suspect that somewhere in the Smali code. Thanks.

When I try to open the Setting app on my Meizu M6 (with Flyme 7.1.1.0G), it stays on for like a half a second and then closes.
Usually when this happens to me, what I do is clear the cache or if that won't help, even the data of the application. So basically, Settings is not working, so go to Settings, Apps, Settings, and clear cache. I hope everyone sees the catch here.
I've tried restarting the phone, but the Settings app still crashes. I've noticed that if I am fast enough, I can get into the submenu of the settings, so I've spent 30 minutes training my fingers to open settings, scroll down, and click Apps in less than half a second. I was lucky and managed to get into Apps (which didn't crash), found Settings app and when I tried to clear the cache, Apps crashed and Settings didn't work either.
What can I do? I would love to avoid a factory reset.
