Is it still possible to choose battery saving location mode?

Is it still possible to select the location mode which doesn't require you to turn on gps? Back then one could select battery saving mode which used WiFi scanning or mobile networks to detect location, albeit not very accurate when compared to using gps.
In Android 13 by using tasker or modifying secure settings database this is still possible, but it still turns on gps which is undesirable. Is there a workaround that strictly relies on WiFi scanning or cell towers?
I thought to use a different location provider Unified Nlp, however the device is not rooted so I can't patch it to system in order to use LocalGSMBackend or similar, so am basically stuck.
