CSV exported from Google Password Manager is empty

On a phone with Google Password Manager being used in local-only mode, I can see all of the entries with passwords in it, but when I try to export them to a CSV, the resulting file contains nothing but the header line
name,url,username,password,note. How can I fix this so that it actually exports the passwords?
