None of the conventional methods are working I.e clearing Google play cache is disabled, restore to factory version or uninstall updates or clear data is disabled. Stopped and cleared cache of framework, still issue exists. Any other solution possible?
Can't access play store since it needs this. Thinking of downloading Google Play Services latest version from web and installing. Is it a good idea?

Phone keeps rebooting on Volume Up + Power (trying to install ROM)
I tried to install Android's ROM and got **ERROR 7**, then I wiped out cache, data, internal storage, where was twrp.apk installed. Recovering data from Mi 4c able to get only to fastboot
my phone has fallen and it cannot boot. The only accessible thing is fastboot, but even there I cannot flash TWRP. The phone is unable to boot at all. So adb is out of question.

From this message I believe the storage chip is done for but you never know.
The phone claims to be unlocked (it should be as I use custom ROM). Physically there does not appear to be any damage, but when battery is connected it does not start at all.
I wanted to use TWRP ability provide data through MTP. There is TWRP installed, but it was accessible by updater application where was option to reboot to TWRP. So TWRP should be already there. But when pressing volume down button during boot I get only to fastboot.
Is there any way how to get at least to my data or is the phone completely done?
EDIT:
Tried advice from Robert in comments to directly boot TWRP.

Also advice from alexcs in comments does not yield any results. The phone cannot boot to recovery.

I think the phone turns off the data automatically because it is left undisturbed and to save battery. However, the phone is already plugged-in to the charging spot.
How to prevent mobile data from automatically turning off after a while on Xiaomi Mi 4?

I used "FIND MY DEVICE" feature. Now phone wont start

adb 1.0.31 fails to detect device
I noticed a strange behaviour. I am fixing different bug, so I am trying different version of `adb` one by one on my phone. I tried `1.0.26`, `1.0.29`, `1.0.31`, `1.0.32`, `1.0.36`, all except for `1.0.31` are able to detect my device. my phone is `MI4LTE` Android `6.0.1 MMB29M` and I am using MIUI...
