Why does Android OS need custom ROMs for OS upgrades?

I have a discontinued LG L5 E455 Android phone that came with Android 4.1.2 OS.
I am forced to upgrade the OS because most of the apps I need to install are not compatible with this version of OS, according to Google Play.
I tried to upgrade the OS through the update option in the Android interface, it did some magic but the Android version is still the same.
I could not find any LineageOS ROM that was created for this phone.
* Is it only possible to upgrade the Android OS by a custom ROM? If so, why?
* Is it possible to install the official Google versions?
* Why does it not work like in Linux distributions that can be installed on almost any PC?

I have got the phone of my sister in law. It is a LG Optimus L5 e610. While trying to flash CM it has been bricked. It is constantly rebooting after media scanning. It reboots even in the bootloader (CWM 6.2.8). The bootlaoder shows that the sdcard can't be mounted. The time the phone stays in android is to short to use adb.
The phone has been rooted using this guide . This guide has been used to flash CWM.
Well hence I can neither use adb to replace anything in the filesystem nor use the recovery to install a zip.
Is there any way to get this phone back working?

I have an LG Optimus L5 (LG-E612) that has been acting up since five days ago. I would like to wipe device clean and do not mind if I lose data I have on device, however, I unable to do this.
**Observable problems:**
- Device randomly restarts and subsequently ends up in state it was in when I first noticed problem---on December 25
- An attempt to uninstall apps the normal way results in immediate device reboot
- An attempt to uninstall apps via adb results in immediate device reboot
- Factory reset fails
**Configuration details are as follows:**
Android version: 4.0.3
Baseband version: MSM7225A-1-AA
Kernel version: 3.0.8-perf
Build number: IML74K
Software version: V10b-NOV-12-2012
**This is what I have tried so far:**
1. Factory reset
- Factory reset via 'Settings > Backup & reset > Factory data reset > Reset phone > Erase everything' fails---nothing happens
- Factory reset using hardware keys combination(Volume- + Power + Home) fails---mobile device reboots after five seconds
2. Fastboot
- Attempting to erase seemingly problematic partitions (cache; userdata) results in immediate reboot
3. ADB
- 'adb reboot recovery' results in device reboot after five seconds
4. KDZ Updater
- I have attempted flashing ... flashing process appears successful but problem still persists
5. Official LG Software Updater Tool
- This was probably the last straw. I hooked up phone via usb, in debugging + PC Suite mode... this was a success but problem is still there
PS: I tried asking for help on XDA when I initially noticed problem, but nothing useful has come out of that thread.
**Update #1: Observations Whilst in Safe Mode**
When I boot device in Safe Mode (Power on and then pressing Volume-& Volume+ together), random restart behaviour diminishes. I can even uninstall apps. I even have full root access. However, problem resurfaces the moment I reboot device---the installed apps pop right back...
Is there anything I can do to permanently clean up and fix device?
**Update #2: Manual data purge in Safe Mode**
In a desperate attempt to delete all apps, I manually ran
rm
commands on /data
and /cache
... still no luck. Device returns to previous state after rebooting. I believe it is safe to say I have completely run out of ideas here...

Since the Play Store was updated to version 4.9.13 on my LG Optimus L5II (LG-E450f), it crashes every time the menu or back button are tapped.

Everything else appears to work fine.
Clearing the cache, deleting app data and resetting to factory settings don't fix it. Uninstalling the updates of Play Store fixes it, but the after a couple of minutes it's automatically updated and the problem happens again.
My device isn't rooted. It's running Android version 4.1.2
What can I do to stop the Play Store crashing?

I don't know what I've done to my LG L5, but now it's just restarting and restarting. I've rooted my phone using adb and installed ClockworkMod recovery, but now it just restarts every time it loads into phone or into ClockworkMod.
I really don't know what to do. Even if I get new ROM onto sdcard and try to flash my phone, it could randomly (in 1 min) shutdown, and I guess then I will brick my phone. So what should I do? I've tried to wipe cache/data/dalvik cache.
At first I could get to my home screen and even work for a while, but now I can't even go to my home screen. It freezes on the boot logo and restarts after 1 minute. Even in ClowkworkMod recovery. Works one minute and restarts.
Is there something that could help me?
**Ok, so for now I've updated to cyanogenmod, thought it'll help, but no. It just keeps restarting, but now it goes to home screen again. So what to do? How can I update kernel or whatever I need to do?**

The odyssey for CM10, all i get is a bootloop. How can i solve this?
I'm here to discuss about the unlocking of my new LG Optimus L5. I'll start saying that it come oot with Android 4.1.2 and the LG mod v20b. I wanted to delete all the LG stuffs that slow the phone so i decided to root+unlock bootloader+install CWR+flash CM10 and Gapps. I started following [this page...
I'm here to discuss about the unlocking of my new LG Optimus L5. I'll start saying that it come oot with Android 4.1.2 and the LG mod v20b.
I wanted to delete all the LG stuffs that slow the phone so i decided to root+unlock bootloader+install CWR+flash CM10 and Gapps.
I started following this page and tried all the root methods; only the one using a modified kdz worked.
After that i tried to unlock the bootloader, succeeding only after a day of tries. The problem was the Superuser app (it won't allow the ADB shell to edit the bootloader information even if it was allowed. I don't know why), so i installed superSU and all went right.
After that i installed ROMmanager, which allowed me to flash the CWR, but i was able to enter it only if the USB cable was disconnected (again i don't know why).
Inside the CWR i wiped bot caches, i did factory reset and flashed CM10+ Gapps; unfortunately i installed the wrong Gapps, denying me the Camera app, and few more little bugs...
So i decided to flash the righ one (gapps-jb-20121011-signed ), but after that, all google services was crashing, so i decide to factory reset all and reinstalla CM+Gapps (the righ one this time)
The fate decided to curse me, sending the phone in bootloop after the flashing.
Hopeless, i tryed to flash again the modded firmware with the kdz flasher to retore the phone at the first passage, but it remained in bootloop (this time with the LG logo, not with the Cyanogen one).
I'm now trying to restore the original kdz (the v20d not modded) hoping for some miracle.
Someone have a hint to help me? The only thing i know now is that i can put the phone in download/emergency mode or remain in bootloop.
As far as i know the only way to enter the recovery is from SU binaryes in this f***ing phone, so no key combination to enter in it at startup.
