Use an Android tablet as a Wacom drawing tablet for a PC?

I did a bit of searching, however most of the info I found is for using a Wacom tablet on an Android device. I've never used a Wacom device, however I have been doing some graphic editing in Gimp, and think it would be much easier than just using a mouse. And since I have a Nexus 7, it seemed like the logical place to start. I would have to use the Nexus as a USB peripheral for the computer, and I don't know if it is possible to transmit the touch screen coordinates to the PC.
If anyone can point me in the right direction, I'd appreciate it!

At my disposal is an Android tablet with a stylus (Samsung Galaxy Tab S9+) and a Linux (Ubuntu) laptop for post-production if necessary. I would prefer to avoid using online services and keep the signature on my devices.
How do I go about it? Starting with the drawing app for Android. If practical, one that is open source and in F-Droid would be best.

I'd like to be able to use my Asus Transformer for a presentation using the HDMI out and I'd like to be able to draw on the screen over videos, pictures and over a powerpoint presentation. Obviously I can't be drawing and navigating simultaneously with touch but I guess I'm envisioning an "always on top" floating dock or tool bar to toggle between the "paint" function and the normal touch input.
To be clear I'm not interested in specific "drawing" apps, I'm looking for the ability to draw persistently over any and every open app.
Is there an app or hack that will accomplish this?

I'm looking for a way to utilize my 10" Samsung tablet as a drawing display tablet for use with arbitrary Windows 10 apps (like Photoshop, any pixel art tools, basically without hard limitations) with support for only seeing a zoomed in fragment of the screen, while the screen still shows everything without cropping/reducing the resolution only to what the tablet can show.
Because my desktop monitor's resolution is 3840x2160px at 48" and the tablet is 1920x1200px at 10", I would like to be able to match up the scale and visible region on the tablet to that on the monitor, with a pinch-to-zoom gesture on the fly, so I can only work on a part of the screen at a time. Seeing the contents of the entire monitor on the tablet or having to lower monitor resolution to match the tablet's is not very usable for drawing. With Teamviewer, I can't figure out how to use it to draw at all - it translates all touches into drag motions for Photoshop, and it only shows the entire visible screen, without the ability to zoom in on a small part.
I don't have any special touch pens for the Samsung tablet, and it this model does not have any special pen support. So I guess I'm looking to translate all touch as mouse clicks to PC.
Is there a modern piece of software for Windows 10 and/or an Android app to make this work?

I could try and connect both a mouse and the tablet with a USB hub, but I'd rather a coding solution. My phone isn't rooted, but I'm not opposed to rooting to solve the problem. Thank you in advance!

I am running stock Android 7.1.1 on a Moto Z Play.
Recently I noticed that popup dialogs from apps running in the background or also in the foreground don't show automatically any more.
So, e.g. I have the apps Reminder with Alarm and Automate .
"Reminder with Alarm" has an option to show reminders as full-screen alarms with sound and Automate allows me to create widgets that, when pressed, should show a popup with a selection.
Both apps have the "Draw over other apps" permission enabled.
What happens instead of the popups being shown is that I only get a notification and when I press that notification the popup is shown.
I tried reinstalling these apps and also all other apps that reasonably could influence that behaviour. How can I further debug what is prohibiting those popups being shown?

No idea if this is the right place to post this, since I don't know if the problem is my OS (android 6.0), stylus (Xiron active capacitive), software, or screen. My stylus makes very jerky/wavy lines, especially when slow and diagonal. However, it works ok with the *passive* capacitive end of it or best just my finger. The only app that seems to smooth this is Bamboo Paper. But, I need to annotate PDFs, which bamboo cannot open. Do i have a faulty pen? Is there better software that I could use? Pics below of finger vs stylus in bamboo and adobe reader.

I am planning to start sketching on my Android Device - Nokia 6.1 Plus - using Apps like AutoDesk SketchBook, Bamboo Paper or Adobe Sketch. For that I am thinking of buying a stylus - [Noris Digital](https://www.staedtler.com/dk/en/discover/noris-digital/#) .
Noris Digital only works if the touchscreen has electromagnetic resonance (EMR) digitizer. I am unable to find out if my mobile device has that feature. Any idea how do I find that out.
If my phone does not support that then can I use Wacom's [Bamboo Tip](https://www.wacom.com/en-us/products/stylus/bamboo-tip) , again the issue is finding if its supported or not. Moreover this does not have pressure levels. How do I know which pressure level and palm rejecting stylus will work for my phone.

I have seen that it is possible in a YouTube video, wanted to know if there is any kind of driver or app that does this, because I I just tried to connect to my tablet (Wacom Graphire 2) on my smartphone and Moto G 1st generation (also already tested on a Moto x nothing).
I cannot take my PC to other places, and if the tablet worked on the smartphone that would be much more practical.

"Draw over other apps" enabled by default?
I just did a factory reset on my device and "Drawing over other apps" is enabled for over 170 apps. I read that only a very short list of apps need this permission. Do 170 apps really need this permission by default?

I am using a Adonit Jot Pro stylus for sketching and hand writing notes. On my Nexus 5X and even more so on my iPad Air (2013 or 2014), the responsiveness to the stylus is acceptable and/or great.
On my Android tablet (Project Tango Yellowstone dev kit, specs below) the lag is so significant that when trying to sign my name at normal speed in cursive, the last few characters look like a low amplitude sine wave. It's as if the stylus contact gets so far ahead that whatever interpolation code used to draw is sampling at a very low rate or the contact gets so far to the right of the current 'drawing position' that it just flattens out the letters.
Comparing the Nexus 5X with the tablet via Google Keep hand written notes, the phone is much more responsive. On the iPad Air, the responsiveness is excellent.
So what determines this latency and is there a way to address it?

What apps can be used to draw (like with a finger or stylus) on top of a text document or a picture?
What I envision is being able to send a document to the app (or take a picture/scan the document if necessary and load the image) and then be able to sign in an appropriate place with a finger, and then save/email/print the resulting document.
I would have thought something like Evernote would do this, but apparently not.

Are there any thin/precise styluses that are compatible with the Droid X?
I'd like to write formulas and notes on my Droid X. All the styluses that I found have a thick end and don't simulate a pen, it's more like a finger. Does anyone know of any styluses with thinner or more accurate tips? Do pens from tablets like Lenovo work?
