The latest "National Alert" (formerly known as a "Presidential Alert") was conducted on October 4th at 2:20 Eastern Time and iPhone users [couldn't turn it off](https://apple.stackexchange.com/questions/464997/why-did-my-iphone-in-the-united-states-show-a-test-emergency-alert-and-play-a-si/464998#464998) due to the law above. Is there a way for users with an Android phone to turn off such alerts?

How can I do this? Google only tells me how to disable them, when test broadcast for the entire USA happened in the past or gives me an app that produces fake alerts that don't use the builtin system.

Many publications claim that reception of these cell broadcast messages will only work under **Android 11 or newer**:

However, as far as I understand, the underlying technical standard is about 20 years old, and Android has supported cell broadcast for ages (since at least Jelly Bean / V4.1, release 2012).
**So why should there be a problem with Android versions before 11?**

Is there no option to turn off cell broadcasting messages in HTC Desire 500?
I got the recently launched HTC Desire 500 (Android 4.1.2, Sense 5). Since then I am continuously getting cell broadcasting messages (4 every 2 minutes). And shockingly, there is no option to turn off the cell broadcast neither in message settings nor in Call settings. When I compared my HTC Desire...
I got the recently launched HTC Desire 500 (Android 4.1.2, Sense 5).
Since then I am continuously getting cell broadcasting messages (4 every 2 minutes). And shockingly, there is no option to turn off the cell broadcast neither in message settings nor in Call settings.
When I compared my HTC Desire X with Desire 500, I saw the option is there in Desire X but not in Desire 500. The call center people are helpless. The Customer care center people are saying its a defect in the phone's software, so we cant repair it.
So by the time the software update comes, does anyone here has any solution. It is really irritating and its sad that HTC doesn't have the solution to such a trivial issue which is actually a headache.

I came to realize that in rare occasions when using the Android phone, Cell service provider (Mobile Network provider) shows some popup advertisements. Regardless of the app, screen I was in it always mange to draw over the screen. Recently I manged to capture the screen when it does (Se attached image).
As I checked all the app's permissions to "Display over other apps" there were nothing other than some phone manufacture related and accessibility related system apps.
I find this as an security risk as cell provider can hijack my screen. Also I don't thing this is due to a malware/adware since all the ads are related to cell network and their packages.
- My question is how Android eco system enables this kind of facility?
- Which mechanism or the loopwhole Cell provider might be using?
- Is there anyway to disable this? (other than clicking over unsubscribe
link on ad)
As you could see in the image, I was checking emails and ad got popped over

- I do have a customer care/help app installed which provided by carrier. However I made sure it doesn't draw over apps.
- Device is non-rooted, and never touched the bootloader, so might be locked.
- Familiar with adb and fastboot. And adb lists the device with proper permission. However while running

adb shell appops query-op --user 0 SYSTEM_ALERT_WINDOW allow | while read line; do echo -e "\nPackage: $line "; appops get $line SYSTEM_ALERT_WINDOW; done
gives empty results.
- Tried adb shell appops query-op --user 0 SYSTEM_ALERT_WINDOW allow

I am abroad and get such notices about cell broadcast etc when in Baltics in Fig. 1. My SIM card settings are in Fig. (2-3).

I googled the *[city] 14442* but could not find anything about it.
Perhaps, it is some piece of information about radio channels but could not find about it.
Some threads recommend to configure Call Settings (here thread *Turning off cell broadcast in HTC Desire 816*).
To turn them off in OxygenOS, you can go to *Settings > More > Mobile Broadcast settings* > choose there appropriately.
- Turn off *Amber* alerts.
OS: OxygenOS 3.1 (Android 6.x)
Phone: Oneplus 2

Lately whenever a missile is fired upon us, I receive cell broadcast alert about it.
In my area of living the city alarms are working loud anyway but the cell broadcast sound is extremely alerting and is over stressing my 3 years old kid.
I looked in the menu (Settings -> More -> Cell broadcasts) but and I found I can make it sound for only 2 seconds (instead of four).
I would like to keep the cell broadcast but change the tune. any ideas how can I do that?

The settings menu does not include a checkbox to enable/disable CB messages. They just keep popping up.
**Update**: Halfer already gave the link to the wikipedia article about CB, which should explain it in more detail than I ever can. What it means to me is that I get location information as I move around in town.
The screenshot here shows the checkbox for this feature on what I believe is Gingerbread:
