Is there a way to disable "National/Presidential Alerts" on Android devices?

According to [the FCC](https://www.fcc.gov/consumers/guides/wireless-emergency-alerts-wea) (emphasis mine):
> WEA alerts only cover critical emergency situations. Consumers can receive four types of alerts:

> - "National Alerts" issued by the President of the United States or the Administrator of FEMA;
> - "Imminent Threat" alerts involving imminent threats to safety or life;
> - "AMBER Alerts" about missing children; and
> - "Public Safety Messages" conveying recommendations for saving lives and property.

> **Participating carriers may allow subscribers to block all but National Alerts.**
The latest "National Alert" (formerly known as a "Presidential Alert") was conducted on October 4th at 2:20 Eastern Time and iPhone users [couldn't turn it off](https://apple.stackexchange.com/questions/464997/why-did-my-iphone-in-the-united-states-show-a-test-emergency-alert-and-play-a-si/464998#464998) due to the law above. Is there a way for users with an Android phone to turn off such alerts?

I have struggled to find clear information about exactly what settings affect whether various emergency alerts are received or not. Even getting a definitive list of alerts is not as simple as it should be. From what I understand, there are two main types of alert - cell broadcasts and Google crisis alerts (which include earthquake alerts). Cell broadcasts do not require wifi or mobile data, but Google crisis alerts do require either wifi or mobile data.
Questions I have are:
1. Does Battery Saver delay or prevent the receipt of either type of alert?
2. Does Do Not Disturb prevent the receipt of either type of alert?
3. Does either type of alert requires location access (GPS) to be enabled at all times (or is wifi sufficient for determining location)?
4. What apps, services etc. are involved in receiving the alerts, what minimum permissions do they need and what settings need to be enabled?
I think that for these alerts to be as useful as they can be in saving lives, this information should be absolutely clear and available in one place. In fact, all necessary settings etc. should be configurable from within one app on Android with an option to reset required settings to ensure receipt of all types of emergency alert.
In the meantime, I'd appreciate answers to the above questions.

Emergency alerts: is there any way to silence the "severe threat alerts" and "Amber Alerts" while I'm sleeping?

There are some emergency alerts I would be very grateful to receive even when I'm sleeping, but so far I've only receive alerts for things that didn't actually put me in danger or for things that I could literally do nothing to help with until I woke up the next day.
I would like the emergency broadcasts to be silenced at night, specifically the ones in the categories "Show severe threats" and "Show AMBER alerts." I would still like to receive these alerts (so I can do something about them in the morning if I need to), just without any sound, and just for the period while I'm sleeping. Additionally, I would prefer to still have "Show extreme threats" and "Presidential alerts" sound at night if it is possible.
I know this is a fairly specific order and in all my searching on this subject I have found no way to silence the emergency alerts without unsubscribing from them altogether, so I don't know if this is currently possible. But that's why I came here, to ask if there's something I've missed so far.
Please note: I am talking about the emergency broadcasts you access through "Settings," rather than the feature available in "Google Now" I've seen floating around this website.

I listen to podcasts on YouTube frequently, and with YouTube Premium I can turn off the screen and keep listening. Typically when audio is playing and there's an interruption - say navigation instructions or a workout app reporting lap times - the audio will briefly pause then resume once the interruption is over.
This doesn't happen for YouTube, presumably because it's not being treated the same by the system (audio channel vs. audio/video channel?), so the "high priority" audio plays overtop of the video's audio.
Is it possible to change this behavior so videos (or at least their audio) pause during these alerts? On YouTube or across the system?

I have a new Motorola phone (moto g pure XT2163DL, Android 12), and it's giving me trouble.
For multiple apps, the "mini-notification" or "quick status message" that they display is staying asserted for way too long, obstructing my touch keyboard and other important functionality.
My older Android phone does it right. The messages pop up and go away after about two seconds.
On my newer phone the messages are staying up a full 120 seconds! Surely somebody has run into this before. Please, where is this setting, so I can fix it?! (An Android developer might know what this special message type is called. Is it an alert, a dialog box, a pop-up? Please let me know, as my searches will be much more useful!)
Pictures below:
"Saved Successfully." stays displayed 120 seconds:
Switching applications and rotating the screen doesn't make the message go away:
Sometimes the message is long and so much more troublesome! You can't touch-type on the keyboard while the message is hiding it! : "Opera Touch pasted from your clipboard" :

Every 5 minutes exactly, my Galaxy S9 G960U1 running Android 10 vibrates and then gives me a flat-toned beep lasting about half a second. It's not associated with any notifications, toasts, or changes in status bar icons. It happens even with sounds set to **Mute**, and with **Do not disturb** and **Airplane mode** turned on! The only thing that stops the beep is **Mute all sounds**, but even then it still vibrates, and of course, muting all sounds isn't any sort of solution. The only saving grace is that if I have a headset connected, it only beeps through the headset. Another oddity is that I've checked through every alarm and notification sound available on my phone and it doesn't sound like any of them! I don't recall ever hearing this beep for anything else before.
I've tried all of the following:
- Clearing notifications
- Restarting the phone
- Disabling NFC
- Disabling **Accessibility > Advanced Settings > Reminder alerts** (it was off to
begin with, but I enabled and disabled it)
- In-App Notifications,
disabling all notifications for every app that allows it
- Disabling _everything_ in Notifications settings except "Do not disturb"
- Installing a notification history app
- Disabling the Google app (suggested in a YouTube video about unknown notifications)
- Clearing the cache partition
Additional information:
- I haven't installed any new apps or system updates or made any configuration changes recently (except the above-mentioned notification history app). In fact, this started happening while I was in bed, this morning.
- I have **Don't auto-update apps** set in the Play store, and haven't updated anything in the last 3 days
- The 5-minute interval is based on when the phone was last started, not according to the clock, e.g. I was getting the vibration and beep on the hour mark, then at :05, :10, :15, :20, etc., but after restarting the phone at 5:05 it was happening at 5:07, 5:12, 5:17, etc. I verified that the first beep always comes 2 minutes (_exactly_ 120 seconds) after the lock screen is displayed, and then exactly every 5 minutes, to the second, thereafter.
I understand that a factory reset would very likely get rid of the problem, but I don't consider that a solution, that's giving up without a solution, and the total time cost would be more than I can afford right now, so I really hope someone knows what's going on.

Is there a way to suppress repeated alert sounds within a certain period of time - i.e after an event triggers a sound, do not play any further sounds for any more of the same event type that arrives in the following 30/60/90 seconds.
e.g
I'm chatting to someone on Google Talk on my PC, every time they send a me message my phone chirps at me. I don't want to silence it completely (maybe they go afk for 5 mins and I'd like the sound to inform me of when they come back), I just don't want the repeated noises. The result being that during a conversation my phone only makes a sound once a minute, rather than going off every few seconds.
Google Talk is just one example, but a method of suppressing all repeated alert sounds would be ideal.

I thought of knowing how to get/receive alerts through email when receiving or/and missing phone calls and (if possible) SMS...
Is there an application existing for this? or some sort of setup? I'm well aware of the reverse existing (eg: sending phone calls/SMS for email) but after searching for a while, I didn't find much if anything that would do the above.
Any advice/answer/feedback is welcome. I'm on the latest android (but I don't mind using the older version).

The worst part is that the outage cannot be predicted.
Therefore, I want to ask if there is any way that would alert me to this. Either in the absence of a SIM card or on the loss of connection (of course, when the airplane mode is not activated).

Once you push OK, the alert vanishes. Is there any way to recall it and see the alert text again? On iOS, WEA alerts are visible in the usual notifications pane. That doesn't seem to be the case for Android. Does anyone know if there are plans to fix this?
I imagine most people push OK in a panic to stop the loud sound, and then are left wondering what it was exactly that was so important.

I have the ebay app installed and prior to the update whenever I received Ebay notifications they would just silently appear on my home screen at the top (where all notifications go). However, since the update my phone now vibrates, which I don't want.
When I go to Settings->Sound & Notification->App Notifications->Ebay
- "Block all" is not enabled
- "Treat as priority" is not enabled
- "Allow peeking" is not enabled
How/where do I disable vibrating for Ebay notifications?

My phone is in either vibrate or DND mode at night. I enabled developer mode in order to be able to allow the emergency alerts to ignore DND, since otherwise they make no sound at night (don't know why this requires developer mode, I would have thought it would be the default setting).
I would like more fine-grained control than just that setting. When I'm sleeping, there's no reason for me to be woken up by one of the frequent Amber alerts, since I'm not going to be much help from my bed. If there's an Incoming Ballistic Missile alert on the other hand, I wouldn't mind be roused for that.
Currently, it seems that I have the following options:
1. Prevent all alerts from breaking through DND - *Makes alerts useless*
2. Allow all alerts to break through DND - *Get woken up constantly by
Amber alerts*
3. Turn off Amber alerts and allow other alerts to break
through DND - *Prevents me from helping with Amber alerts when I'm out
of the house*
Is there a way to configure the alert settings between the various types of emergency alert in Android 9? Maybe an app that give me better control? I'm using an Essential PH-1, if the phone type matters.

My Pixel 2 has gone crazy in the last few days. Maybe related to the latest Android update that I got a few days ago, but I'm not sure.
I recognize the sound (I have heard it earlier) but it has never behaved like this before. When the screen is on, except in phone calls, it will (randomly?) play this sound over and over, sometimes 20 times in a minute, sometimes it will be quiet for a while. I haven't figured out any logic of when it plays or not, but it stops if the screen is turned off, and it stops during phone calls.
It also plays when using other apps, not just when showing the desktop.
I'm attaching a sound sample here, 28 second recording on the phone itself just lying still.
