Distortion and window sizing issue on external display, when refresh is higher than 30

I have been using this setup (Macbook Pro M2 + Philips 276E display) since at least November and haven't had a single issue with it until now. As you can see in the youtube video I've linked to below, there's a strange distortion on the screen, and the windows don't scale properly even though the secondary monitor is set to default resolution.
The issue is not with the monitor itself nor with my HDMI cables (unfortunately I don't have a display port as of right now) but with the Mac itself, as the distortion and sizing problems go away when I lower the refresh rate to 30 hz or below. The issue starts already at 50 hz. I tried upgrading to Sonoma 14.5 but to no avail.
Is there anything I can do about it? Any help is highly appreciated.

I have a LG IPS MP77 monitor and trying to use it as my external monitor on my MacBook M1 which runs Venture13.4.1. I connected them with a HDMI cable and at first it shows that refreshment rate is exceeded. Then I found that it is because the monitor only support refreshment rate between 30-83kHz, but the 25kHz refreshment is the only option that has been shown on the display option.
I have looked up the issue online and found that if I choose the resolution 1980x1080(low resolution) then 50kHz and 60kHz options for the refreshment rate shows up. However the result is unacceptable as words and picture are hard to see. I have tried using Better Display to force the setting become 1980x1080(normal) with 50kHz, but it's still having very low resolution. Is there any way to fix it? Thanks!

What is the exact procedure to reset Net-SNMP to "factory defaults" on, say, OSX 10.10 - or any other OSX flavor?
A number of our Xserves were upgraded from 10.6 to 10.8 to 10.9 or 10.10 and in the process appear to have their Net-SNMP executables and/or configuration corrupted - e.g. snmpd daemons crashing frequently, not reporting CPU/mem loads, etc. Tried comparing folder structures between affected and unaffected nodes and haven't gotten too far.
**Edit**: just to be clear, this isn't about snmpd.conf - but about snmp executables, MIBs and what not.
Appreciate any ideas!

When I go to the app settings in SETTINGS and disable ( Background App Refresh ) I still get notifications when someone msg me .
Does that means the apps still working in the background ?

With the release of Yosemite I'll no doubt be needing to update our OS X UI at work, basically just white-labeling various parts of OS X. I lost my bash aliases a while back and have forgotten the command to reload the UI of OS X.
I'm looking for a way to tell the OS to clear any frameworks it might have cached somewhere and load them fresh from disk. The ultimate goal in doing this would be to force any changes you made to your
*Menu Bar Icons*
*Lockscreen Icons, Text*
*Function Key Icons*
.framework
packages to get reflected in the OS.
Shutting down and logging off don't seem to do the trick. But there should be a bash command that will work.
Just to clarify, I'm **not** looking for a way to restart the **Window Server**, that won't really do what I want.
Here is an example of a framework that I'd like to refresh:
/System/Library/PrivateFrameworks/LoginUIKit.framework/Resources

For example, I used to be able to reload the following types of system graphics, I'm 90% sure it wasn't a chain of commands either, just a single magical UI refresher:

Today I had the strange behavior that I added some files to a folder in Finder (that happens to be in dropbox) from Outlook, but Finder did not show them. I could see them from the Open File dialog of Outlook and of Adobe Acrobat Pro XI, but returning to Finder, still not there. Hitting the F5 key to force a refresh, still nothing. Finally, I forced Finder to quit and relaunch, and they showed up. This is OS X Yosemite v10.10.2.
What is going on? Why would Finder not show the new files until forced to restart?

I'm not moving any windows or moving the mouse around. Often I'm just reading a web page or some email and I'll notice the desktop repaint all the icons, then read a bit more, then notice it doing it again.
Macbook Pro retina, Mavericks. Have noticed on 2 extern displays (Apple Thunderbolt display at work and on 1080p TV/monitor at home). Laptop itself is typically closed.
I've posted other questions about desktop icon placement, not sure if any of that is related, just full disclosure.

However recently I've noticed that Visual Studio 2010 takes a very long time to redraw its windows. This is most noticeable when switching to it after its been in the foreground.
I don't get this problem with other Windows apps and am baffled because the machine has more than enough grunt to handle a few MDI'd windows yet grinds for up to five minutes sometimes when reactivating the VS environment - the screen update seems to slow everything down. My colleagues are using identical hardware and software but running Windows under Parallels on their Macs does not lead to this behaviour.
I'm getting desperate (and I've asked this same question at StackOverflow.com) - does anyone know why this might be happening and whether there's a fix ...?
